There’s no doubt that the rise of social media has brought with it an increase in online torments, with more than 10 percent of kids reporting being bullied on the web.

So how do we respond to threats and harassment when they’re happening not in the schoolyard but in the nebulous third space of the internet? Who has jurisdiction to act? And should they?
