When Mayor Muriel Bowser announced a plan earlier this year to replace the dilapidated D.C. General homeless shelter with new shelters in each city ward, the reaction was mixed. While many city council members supported the plan, residents near the proposed sites expressed concerns. Now, new questions are arising about how the city selected the shelter sites, and whether big donors to the mayor will ultimately benefit most from the pricey land deals.
