Voters in Virginia and Maryland have consistently demonstrated a willingness to cross party lines. Yet their legislatures remain firmly controlled by one party. Many activists believe partisan redistricting has helped fuel hyper-partisanship and group-think in Richmond and Annapolis. We examine the prospects in both states for reforming the redistricting process.
