As Virginia’s regular legislative session comes to an end, Metro moves closer to its holy grail: a reliable source of funding. But it also means the end of the line for a bill that would ban the use of hand-held cellphones while driving, which both D.C. and Maryland have prohibited for years. Should texting and driving be illegal in the commonwealth, too?
