A recent Washington Post investigation revealed that the District returned nearly $16 million in federal affordable-housing money in the past three years after missing spending deadlines. Those number anger advocates in a place that last year was ranked as having the highest rate of homelessness among 32 cities. Kojo sits down with the head of the city’s housing department.
