In response to a growing need for specialized workers, Congress set up the H-1B visa program in 1990 to help U.S. companies recruit foreign workers if they lacked qualified American applicants. But of the top 20 companies that were granted visas in 2014, only seven were non-outsourcing firms based in the United States. We discuss the growing influence of global outsourcing companies and their role in a visa system meant to assist American business.
