As a child, the public school system labeled her a 'fire hazard' because she used a wheelchair. In the decades since then, Judith Heumann has become a passionate advocate for the rights of people with disabilities. She talks with Kojo about her career, and what motivated her to tackle the challenge of leading the District of Columbia's new Department of Disability Services.
