Supporters of the Electoral College say it gives more power to states that might otherwise be ignored in a presidential election. Detractors say the "all or nothing" approach in each state doesn't accurately reflect the nation's collective will. On the heels of the photo-finish 2000 election, we look at attempts to reform the Electoral College, including a new voter initiative in Colorado that could turn the established system on its head.
