Every year, scholars put out a list of the world's "failed states." And every year, a group of select countries -- Zimbabwe and Somalia among them -- seem to make that list. But how do we gauge when a nation's government has failed? And how should the international community use that information? We'll ask those questions and look at this year's failed states index.
