Should broadband companies treat all Internet sites and surfers equally? Providers have proposed charging users different rates based on bandwidth usage. But a diverse coalition of activists and companies have cried foul, rallying around the cause of "net neutrality"- the idea that all sites should be treated without discrimination. Tech Tuesday looks at competing visions of Internet governance and innovation.
