After the Atlanta City Council voted recently to make "aggressive panhandling" illegal within the downtown city limits, activists and the business community are divided. To critics, recent ordinances smack of criminalizing homelessness. To supporters, they are a way to protect downtown businesses and a necessary step to differentiate scam artists from those who need help. Kojo explores bans on aggressive solicitation.
